Katie Marcel

CEO

Katie Marcel is CEO of Innovation Tri-Valley Leadership Group (ITV), where she leverages over two decades of experience as a leader, innovator, and community builder to strengthen the Tri-Valley region’s economy, workforce, and quality of life. Known for her ability to connect people, ideas, and resources, Marcel brings a strategic and empathetic lens to every initiative, blending vision with execution to create meaningful, lasting impact.

She served as ITV’s Director of Brand Marketing from 2021 to 2023, shaping the organization’s voice and expanding its regional presence.

Previously, Marcel was the longtime Managing Director of Shakespeare’s Associates, Inc. (dba Livermore Shakespeare Festival/SPARC), a Bay Area performing arts company recognized as ‘Best Live Theater’ by the East Bay Times. During her tenure, she transformed SPARC from a volunteer-driven local organization into a regional cultural destination, tripling its operating budget, expanding educational programming into Livermore Valley classrooms, and cultivating robust partnerships with corporate, foundation, and public-sector funders to ensure long-term sustainability.

Before SPARC, Marcel contributed to the award-winning revitalization of Livermore’s historic downtown with Livermore Downtown Inc. (LDI), mobilizing the community to support local businesses and implementing the Downtown Specific Plan.

Her early career includes managing a bi-coastal talent management agency in New York City representing directors, actors, and writers, as well as performing as a cabaret singer and actor.

Marcel lives in Livermore with her husband, Russ, and daughters, Zoe and Stella. Beyond her professional achievements, she is deeply committed to fostering connections, elevating the next generation of leaders, and shaping a future where innovation, collaboration, and community thrive.

Anderson brings to ITV her extensive experience in business, finance, budget management, daily operations, human resources policy, team training and personnel recognition.  Prior to joining ITV, she held leadership roles at Title21 Health Solutions, Bank of America, Livermore Valley Winegrowers Foundation, and also established her own consulting firm offering office management, business support and financial services to medical professionals.

Anderson and her husband Chad, are proud to have raised their family in the Tri-Valley and often share their insights about inspirational day trips, wine country visits and dog friendly adventures in the region.

Originally from Edmonds, Washington, Isa started out teaching preschool before joining the ITV team in 2024. Isa has strong skills in writing, communication, teaching, and enjoys the versatility of skills she gets to use working for ITV. In her free time, Isa enjoys traveling, staying active, and spending time with friends and family.

Nathan Tran

Policy Advisor

Nathan Tran is the Policy Advisor of Innovation Tri-Valley. He grew up in Tracy, just 20 miles away from the Tri-Valley, and became his city councilmember’s youngest-ever intern at the age of 16. Tran went on to manage research projects at the Rose Institute of State and Local Government, staff over 20 state and local campaigns, and work as a policy aide for Senator Jerry McNerney, specializing in housing and economic development. Across 8 years of public service, Tran has always strived to tackle complex issues, build diverse coalitions, and empower everyday people to lead their communities. Outside ITV, he serves as the Co-President of APAPA Tri-Valley, the only nonprofit centered around the civic education of the Tri-Valley’s rapidly growing Asian population, along with positions on several other local boards. Now a proud Livermore resident, Tran often spends his evenings and weekends exploring public transit routes, visiting friends and family, and daydreaming about how best to elevate the places he calls home — from the Central Valley to the Tri-Valley.

Dale Eldridge Kaye

Consultant and ITV Founder

Dale Eldridge Kaye recently retired as the inspirational Founder of the Innovation Tri-Valley Leadership Group. Kaye continues to serve as a Senior Consultant to the organization and is an invaluable advisor to the ITV organization. The California Assembly named her Women of the Year for establishing ITV as a business led organization that works with public partners to brand the Tri-Valley, help businesses move in and scale up and create a career ready workforce. Prior to that she was the CEO of the Livermore Valley Chamber of Commerce. She created with the US Chamber an Innovation Forum, which has become an annual event to showcase the multitude of innovators in the Tri-Valley. This event became the seed for Innovation Tri-Valley, which has successfully fostered a more cohesive approach to business innovation across the Tri-Valley.

Prior to locating to the Tri-Valley, Eldridge Kaye was Vice President of Gold’N Hen Productions, a subsidiary of MSI Entertainment, which has offices in New York City and Los Angeles, California. Eldridge Kaye produced Replacing Dad, a movie for CBS, and has developed other projects for the CBS, TNT, NBC and ABC, as well as a feature for Paramount and several independent films.

Before joining Gold’N Hen in l994, Eldridge Kaye organized and managed Florida’s first Film Commission office in Los Angeles. That office, developed at the direction of Gov. Lawton Chiles, marketed the state of Florida as a film location.

Prior to relocating to Los Angeles in 1991, Eldridge Kaye was active in Florida state politics. She was a key player in many political campaigns where she did everything from media strategy to Presidential advance work. She rose through the ranks of Jacksonville City Government to become one of the youngest — and first female — division heads. She worked with three mayors and headed the City’s Public Relations Department. In that role, Eldridge Kaye helped to create the Jacksonville Jazz Festival, The Florida Film Festival in Jacksonville chaired by Burt Reynolds and the Jacksonville Film Commission. Under her leadership her staff was recognized repeatedly for its excellence in graphics, copywriting, videos and print and television ads. She was the recipient of a national award from PBS for the promotion of the Jacksonville Jazz Festival.
