PLEASANTON, Calif. — February 13, 2023 The Tri-Valley continues to attract global interest and investment and Innovation Tri-Valley Leadership Group (ITV) is harnessing the region’s top talent to lead its current portfolio of initiatives. ITV is a business-led collective of regional leaders driving a Business Innovation Committee, a Diversity, Equity & Inclusion Council, a Housing, Infrastructure & Transportation Committee and an Education & Workforce Development Committee, all advocating for the region by illuminating its unique attributes and assets.

Last month, Rich Hoyt, Senior Managing Director, Tenant Representation for Newmark stepped up to Co-Chair ITV’s Business Innovation Committee with longtime Committee Chair Mark Triska of Colliers International. The addition of Hoyt positions the group to further attract new and existing businesses to the region, generate jobs, retain top talent and expand the number of major corporations that call the Tri-Valley home. Hoyt, a Tri-Valley native and graduate of San Ramon Valley High, has represented numerous tenants in the acquisition of commercial space and brokered some of the Tri-Valley’s biggest commercial real estate deals. “Historically, transitional economic periods spark an increase in innovation and this bodes well for regions like the Tri-Valley” says Hoyt. “Two of the biggest Tri-Valley real estate deals in 2022 were with tech and life science companies which were born during the Great Recession timeframe and have expanded locally with huge success. Those two companies are Vagaro and Unchained Labs. Some of the other large 2022 transactions; the Stanford Health Care Tri-Valley purchase of Hacienda Lakes, Snowflake’s expansion at Dublin Corporate, Chevron’s lease at Bishop Ranch, and Tarlton’s purchase of Britannia Business Center reflect the strength of the Tri-Valley and further supports the need for a dedicated business attraction committee to continuously refine and promote the Tri-Valley brand.”

Leaders from two of the Tri-Valley’s most influential institutions were recently added to the ITV Executive Board. Dr. Dyrell Foster, President of Las Positas College and Co-Chair of ITV’s Diversity, Equity and Inclusion Council was named Board Secretary and Elsie Quaite-Randall, Deputy Director of Lawrence Livermore National Laboratory’s (LLNL) Innovation and Partnerships Office was recently elected to serve as a Member-at-Large.

Dr. Foster is an influential voice in the California Community College system where he has served for over 20 years. He has been at the helm of Las Positas College since 2020.

Quaite-Randall’s participation on the ITV Board of Directors continues the longtime collaboration between ITV and LLNL as the national laboratory was one of ITV’s founding members over a decade ago. Quaite-Randall is a Tech Transfer Professional with over 20 years of experience in evaluating innovative technologies and transferring them to the marketplace through licensing, industry partnerships and new venture formation. Prior to joining LLNL, she led the Intellectual Property Office at Berkeley Lab.

ITV’s Education and Workforce Development Committee is now jointly led by Monya Lane, CEO of Quest Science Center and April Treece, CEO of Bay Area LEEDS (Linking Education & Economic Development Strategies) after longtime committee chair Kelly Bowers retired as Livermore Valley Joint Unified School District Superintendent.

Lane is a retired mechanical engineer whose tenure included overseeing the development of innovations in advanced manufacturing, bioengineering and data science as the associate director of Engineering at Lawrence Livermore National Laboratory. Lane sits on the Board of Trustees for UC Merced as liaison to the Tri-Valley region.

Treece blends her 25-year Fortune 500 experience with nearly 2 decades of leadership managing the STEM Workforce Initiative, and now Bay Area LEEDS which coordinates bridging activities between K-12 education and industry.
